The Importer Security Filing (ISF) is a requirement enforced by U.S. Customs and Border Protection (CBP). This requires the importer (or their customs broker, freight forwarder, etc) to submit certain data prior to the arrival of their cargo (via ocean vessel) in the United States.

What Must Be Filed?

ISF filings are often referred to as the “10+2” filing because it involves 10 data elements from the importer and 2 data elements from the ocean carrier.

ISFs must be submitted to U.S. CBP at least 24 hours before cargo is loaded onto a vessel bound for the United States. This allows the CBP adequate time to review the shipment details and determine if there’s any security threats.

The 10 data elements the importer must provide:

  • The Seller
  • The Buyer
  • Importer of Record Number
  • Consignee Number(s)
  • Supplier or Manufacturer
  • Ship to Party
  • Country of Origin
  • Commodity Harmonized Tariff Schedule (HTSUS)
  • Container Stuffing Location
  • Consolidator

The 2 data elements the ocean carrier is responsible for:

  • Vessel Name
  • Voyage Number

If any of the information has been updated/changed after being submitted, the importer will need to send the updated information to the CBP. But again, it must still be filed no later than 24 hours before the cargo arrives in the U.S. Failure to file accurately, completely, or on time can result in a significant fine or shipment delays from CBP for noncompliance.
